Tortoise 1.3 installer requires service pack/Windows installer up grade

Hi
 
We are a large global commercial bank who use Tortoise 1.2.x on Windows XP
SP1. We cannot upgrade our versions of Windows individually because all
workstations are controlled centrally. So we're stuck with WinXP SP1 and we
cannot run (or shouldn't run) Windows Update because then our workstations
would not be supported.
 
Would it be possible for you to release a version of the .MSI for Tortoise
1.3 that runs on previous versions of the Windows Installer service?
