A small suggestion for TortoiseMerge

Hi Folks,

I have a small suggestion to improve the grouping of icons on the
TortoiseMerge toolbar.
Move the "view spaces" and "swap panes" icons nest to the "single/double"
pane icon. They just-belong-there(tm). Use the same order as in the "view"
menu.
Then we'd have:
|Open, Save|Reload, Undo|Prev Diff, Next Diff, Prev Conflict, Next
Conflict|Resolved|View Spaces, Single/Double, Swap Panes|Options|Help|

There's also a small bug. The "Prev/Next Conflict" actions are enabled even
if no file is loaded.
