You should ask that question on the Subversion mailing list. The error
comes from the Subversion library.
And don't forget to mention
- version of the server
- repository type (FSFS or BDB)
- server OS
- access method (svn/svn+ssh/http/https/file)
- version of the client (the version of the Subversion lib is in the
installer name of TSVN).
