Error when attempting to create a Release using TagBranch

Hello,

        I get the following error when I try to create a Tag/Branch from
a directory on one of our working copies: Commit failed (details
follows): Invalid change ordering: new node revision ID without delete.

Working copy was updated without incident prior to attempting to create
the Tag/Branch. Anyone have any ideas. The working copy is fairly big
with a few thousand scripts that are under versioning control. Thanks.
