The "CUA" standard (grabbed TCL's cause in a hurry) doesn't seem to mention
the use of hourglass within a progress dialog:

Is this is a missing element of the spec?

However, if the dialog has a button (cancel for example) then the hourglass
cursor doesn't make a lot of sense (in retrospect) unless the cursor can be
changed to a pointer when over the button.

Maybe BeginWaitCursor for the windows environment and WM_SETCURSOR for the
dialog?

Anyhow, it was a little confusing to see the animated icon, the dialog with
nothing inside, and an arrow pointer. My initial thought was "what's not
happening", followed by "is something broken?"
