commit dialog: OK button enabled even when nothing is selected

Often I make the mistake of selecting nothing to commit in the commit
file list (deselect all, then forget to select anything). If you go
ahead and write your comment and whack OK, tortoisesvn will happily go
ahead and do nothing, which means I don't realise my mistake unless I
inspect the list of committed files in the subsequent dialog, or when I
realise later that the changes are still checked out.

Wouldn't it be better to disable the the OK button if no changeset is
selected? Or does an empty commit have some sort of use?
