Applying patches with property changes

Hello,

I know TSVN can not create or apply patches with changes to binary files since subversion does not include diff information for binary files into the patches.

Property changes are included in the patch files, but TMerge fails to apply them "The line "Index:" was not found. Either this is not a diff file or the diff is empty".

Could it be possible to apply property changes?
Is the Subversion team planning to provide some means of patching binary files?
