feedback @ tigris.org is the official address, yes. But they get tons of
mails, including spam (the mail address is listed on the web, now guess
the spam/realmail ratio!). And feedback is not just for problems with
the repos but the whole website (e.g. users asking "how do I" stuff). So
they're busy browsing through the tons of mails arriving there so they
easily miss mails - and last time I didn't write to Jason but only to
feedback the repo was down for two whole days.

Sourceforge support won't be better, but you'll have direct access to
the repo (you have to do the backups yourself). So you can easily run a
recover yourself and don't have to wait so long.
And this is the third time in two weeks the TSVN repo is not responding
- it's really getting annoying!
