There's also an svn client running on windows. If patches created with
that one don't fail, *then* it's a TSVN issue. If they fail too, it's
a Subversion issue.

You can check the difference yourself:
* create a patch with TSVN
* create the 'same' patch with your linux svn client
* create the 'same' patch with the windows svn client
then compare those three patchfiles.
