I've been running TSVN on large WCs when the cache did not exist. The
slow down was incredible and
there was no end to usability problems. It could take several minutes to
bring up dialogs that I used
frequently and status icons would not change for extended periods of
time. Recursive overlays turned
my computer into a stone.
The cache is an enormous gain in performance since it makes TSVN access
disk and CPU as few times
as possible. If you are having problems with a slow machine I suggest
you specify what they are and
quantify them. My guess is that you've ran into bugs of some kind.
Making the cache optional would mean a loss of performance and usability
to you.
