Make TSVNCache optional

Hi,

I've a large folder with a lot of subprojects all stored in subversion. When I open that folder in explorer, TSVNCache makes the
machine slow, even though it's a RAID0 scsi box.

I'm getting pretty tired of this. But because TSVNCache is started by tortoiseSVN, I can't prevent it from starting up and making my
machine go slow for a couple of minutes.

What I find even weirder is that every day the cache seems to have forgotten the state it left the box when it was shutdown, so it
has to crawl all folders again.

So my question is: please make the TSVNCache optional. If it's already optional through a regsetting please let me know.
