That's great news! I was already thinking of asking on the dev / users list
if someone wants to start working on the translation. Welcome on board!

That sounds simple enough to me. Currently we have one set of xsl files
which is used for all languages.
I suggest to use the same approach as with the language specific images.
1) Add a folder doc/xsl
2) Add subfolders en, de, ja
3) Place default xsl files in doc/xsl/en
4) Place language specific xsl files in doc/xsl/<lang>
5) Copy the xsl/<lang> files into doc/source when each language is built.

Could you send the (unfinished) translation plus the xsl files to
patches@tortoisesvn.tigris.org so I can check whether this process works?
