The new cancel ability doesn't change the way Subversion works. Before,
if you cancelled an operation, Subversion would stop immediately.
Problem was before, that neon couldn't be interrupted and still
fetch/send all the data it was asked to.
You can see that when you show a log against a pre 1.2 server with the
--limit param: Subversion would fetch really *all* log messages, but
only show you those you've requested.
