    I am trying to import a folder to a repository and recieved the error
    messages. Does anybody understand these messages?

    Error: Unable to open an ra_local session to URL
    Error: Unable to open repository 'file:///C:/Software/Sino'

Yes -- it means that TortoiseSVN either could not find a directory
named C:/Software/Sino, or else that directory didn't contain an
actual Subversion repository.
