[TSVN] Folder "obstructed" for commit

Ok I've really done it now. I'm trying to commit a folder but in the commit
dialog it is listed as "obstructed". I've never seen that message before
and my searches for what it means have proved fruitless so far. Any
thoughts of how I can correct this issue?
