Did you rename the scripts to *.vbs? Or do you need to pass
"/E:javascript" even if you call
wscript.exe merge-doc.js
?

I don't have word installed here, so I can't really test this. But if I
call 'wscript.exe merge-doc.js' from a DOS prompt, I get a dialog box
from the jscript telling me the params to use.
