Killing the process is enough to get rid of the cache.

When TSVNCache starts up, it reads the cache file. After reading the
file, it removes that file from disk. So as soon as the cache is
running, there isn't a cache file anymore on disk.

I guess your leftover cache file was there because we changed the
location of that file from %APPDATA% to %LOCAL_APPDATA%.
