You are talking about the right pane here?

Change file, icon goes red.
Back up a few levels and folder is red.
Wait a while and folder goes green.
Have I got that right?

Do you have a registry setting
HKCU\Software\TortoiseSVN\Cachetimeout?

It was set to 600000 (10 minutes) in earlier versions, and after that
the cache would crawl again. In later versions the default timeout was
increased to 24 days, but existing timeout values are not changed. If
you change that to 1 minute (60000), you might be able to make the
problem happen more quickly.
