I don't believe that's true at least for OpenSSL - excerpt from their
licence (http://www.openssl.org/source/license.html):

"Copyright (c) 1998-2005 The OpenSSL Project. All rights reserved.
...
2. Redistributions in binary form must reproduce the above copyright
    notice, this list of conditions and the following disclaimer in
    the documentation and/or other materials provided with the
    distribution.
...
