[TSVN] Branching / Tagging policy for "Compare Revisions"

Hello,

I know there is frequent discussion about branching and tagging
policies in users@subversion.org and this list.

I played around with several techniques and found that the
results of "Compare Revisions" on my tags are not correct.

What kind of URL-Copies are allowed, which are disallowed if
I want to be able to compare my tags?
