In a recent project I elected to have an additional category of
"Releases" besides Branches and Tags.
It just seemed more natural to separate them from Tags which are often
related to the process of managing branches and merging. Doing so also
provides a way to physically and conceptually keep the end user access
out of the day to day code.

So maybe a list box of "reserved" names which then caters for any
language interpretation.
It could be a right click TSVN Settings dialog somewhere. I'm not on a
machine running TSVN to go see.
