[TSVN] Screenshot Formats [was Re: Relocate error]

As an aside: When I first sent screenshots I automatically used .jpg,
thinking it would compress the best, but later I realized that it's not
always true.

For most (if not all) screenshots of Tortoise's UI, PNG actually
compresses better and also is non-lossy.
