Hm. Two blue screens later, perhaps I'll actually get to finish what I
wanted to write but forgot for my initial reply.

Are you aware that WiX has an XML-based localization mechanism? You'll
have to read about it at
http://www.tramontana.co.hu/wix/lesson2.html#2.3, but it could be
applicable to both the main package and the language packs (which could
be distributed as MSIs instead of NSIS setups, if the whim took us...).

Anyhow, I mention it primarily because of how neatly it _might_ fit into
TSVN's current localization practice.
