You can't think of it as 'applying r404 and r405'. It is 'updating to
r405'. Think about it; you might well have a mixed rev WC where you
previously only updated a particular subdirectory. Part of your tree
might be at r403 and part at r404. Or you might have updated one file to
r267 for some reason.

I think the reason that the 'revision before' is there is so that you
can click on that revision and do 'Compare with WC' to see what has
changed in the update.
