[TSVN] Which spell checker is used?

Hello,

I wonder which spell checker is used, if tsvn:projectlanguage is not set.
I have German dictionaries installed, no tsvn:projectlanguage set, and
settings/General, Language is set to English. In this environment, TSVN
uses Germany dictionaries.

Should it be documented, how TSVN determines which dictionaries to use?

BTW: I'd prefer installing the dictionaries to the subfolder in Languages
where the GUI translation is installed, instead of Languages itself (e.g.
Languages/de/de_DE.dic instead of Languages/de_DE.dic).
