[TSVN] versioned files show as unversioned

I have a bizarre problem (I checked the bug tracker didn't see anything
like it):

I checked out a working copy of OFBiz from ofbiz.org. Tortoise does not
recognize all versioned files. As far as I can see, the folders are all
displayed as versioned (i.e. with the overlay icon) but most of the
files aren't. It's not just the icon but also the context (right-click)
menu, which shows "Add" as though it was an unversioned file.

When I run svn info on the command line, SVN recognizes these files as
versioned.

I am using TortoiseSVN 1.1.7 and Subversion 1.1.4 on Win2K. I
have not had this problem with other repositories / working copies
before. The only difference I can think of is the fact that the OFBiz
repository is offline.

I have also just downloaded Tortoise 1.2.1 - same problem.

Any ideas?
