It should definitely be possible to downgrade without jumping through
hoops. If we release a version with a bug which affects a particular
site badly, they will want to revert to the previous one so they can
keep working. It's also useful when trying to track down when some
particular change happened.

A downgrade warning might be good. Upgrade should just proceed silently.

Ideally, this should be remembered too on upgrade.
