I know that, and it was left out intentionally. Imagine what would
happen if you would e.g. switch the TSVN top level dir to a branch, but
not the whole working copy (i.e. use the -N switch): you'd have an
*inconsistent* working copy! Since most people won't notice what they've
done, we would get all kinds of "BUG" reports.

Those who really need that feature can first switch the whole working
copy, then switch the childfolders back.
