There are several possible solutions for this problem of which IMO the best
ist the server side pre-commit hook. I have also seen that a new
check-case-insensitive script that was committed to the subversion
repository.

I don't decide what gets implemented ;-) but I don't think it's necessary to
catch this in TortoiseSVN.
