This is a good idea, and means you can control what goes into the
nightly builds more easily :-) But it is a big WC expansion, and it is
only useful to people who are actually building TSVN :-(

You could make this optional by having a 4th top level folder for externals:

repos
   trunk
   branches
   tags
   externals

That way people can choose whether to check that part out or not.
