tigris.org allows anonymous browsing of the source via the ViewCVS
interface. http://tortoisesvn.tigris.org/source/browse/tortoisesvn/

To access the repository directly you have to authenticate. All you need
is the Observer role in the project and you can then login with your
tigris username and password.
