It does not rely on it. You can still use TSVN like you did before.
ATM you get "Can't diff .doc" (even if you have Word!) without a diff
tool set. With this script included and without WSH you will get "Can't
run .doc diff tool". It will work on the majority of Windows
installation and offers the new possibility to diff and merge Word
documents directly from TSVN.

So what is the problem with WSH? If we provide a Perl or Python Script
for this task it will not run on most Windows installations. WSH is
installed by default and is supposed to be working.
