You could say so. But it's not a hard requirement - you can live without
it. You just get an error if you doubleclick on word docs to diff them
or if you want to resolve a conflict in a word doc. But you got an error
in the current version too (just a different one, because TMerge can't
diff/merge binary files).

It's installed by default. For me, that means it's usable without having
to specially document it.
Also, TSVN requires IE to be installed ever since.
