[TSVN] Suggestion: Leave log messge windows initially blank

When doing repository operations from the repo browser (copy, move,
delete), you get a window where you can type a log message.
Unfortunately, the edit control has some text in it like "Remove
file/folder" or "copied remotely".

We have a project policy with a tsvn:minlogsize of 1, that means you
have to enter a log message. Unfortunately, since the log window
already has text in it, the users may hit OK without even thinking
what they have on the screen. If the log window would come up empty,
they were forced to think about what they are going to do...

Hmm, do the project properties apply at all when using the repo browser?
