[TSVN] Small issues with the build instructions

Three things in build.txt

1) Where it says:

  Make sure you check out the Subversion source from either the 1.1.x branch
or
  one of the 1.1.x tags!

Can you update it to say:

  Make sure you check out the Subversion source from either the 1.2.x branch
or
  one of the 1.2.x tags!

2) Can you move this line:

- Download the newest neon source from
  http://www.webdav.org/neon/ and unzip it into SVN\Subversion
  then rename the folder neon-0.xx.x to neon.

Up to before where the folder common is created? I was working in the
Subversion directory, then the common directory, then the TortoiseSVN
directory, and ended up placing this one in the wrong folder (in common).
Sure, this was a careless error on my part, but I think moving it up might
ease someone's pain in the future if they can't figure out what they did.

3) It says to download neon-0.xx.x, but it will only work with neon-0.24.x
(API changes in 0.25.x are incompatible).

I'm sure I'll have more later. :)
