[TSVN] CR: Move the TSVNCache folder into ..\Local Settings\Application Data\TSVNCache to avoid replication on roaming profiles.

'Application Data' are replicated on roaming profiles in a samba domain, thus
move the TSVNCache out of

C:\Documents and Settings\<username>\Application Data\TSVNCache

and into

C:\Documents and Settings\<username>\Local Settings\Application Data\TSVNCache
                                     --------------

Or let the user be able to specify its location through settings.

PPS: It happens, seldom but still, that I start my machine and do _not_ use TortoiseSVN. There is no point in me having a
TSVNCache.exe process spending xM of my system memory.
