Can you please check the following registry entries under your non-Admin
account:

HKCR\Directory\shellex\ContextMenuHandlers\TortoiseSVN
HKCR\*\shellex\ContextMenuHandlers\TortoiseSVN
HKCR\CLSID\{3035134e-7B7D-4fcc-81B4-1E394CA267EB}
Do these keys exist?

HKLM\Software\Microsoft\Windows\CurrentVersion\Shell
Extensions\Approved\{3035134e-7B7D-4fcc-81B4-1E394CA267EB}

You need read access to that registry key. Otherwise windows treats the
shell extension as ADMIN only and thinks you don't want other users to
use that extension.
