[TSVN] Translated manuals

Hi Folks,

It's great to see those fully translated manuals online :-) Thanks to
Lübbe and Fernando for the many, many hours of work needed to do that.

I noticed that on the front page of the translated versions they are
showing r0 and 1 Jan 1970 as revision and date. Looks like we need to
tweak the build process a bit so that we don't call SubWCRev for the
translations, or we aim it at a better target to get the po revision.
