We do need to get this one out because there are so many new features
and bugfixes that most people haven't been seeing. 1.1.7 is based on
1.1.3 which is > 1000 revisions ago.

The one thing we do need to be sure of is that there are no silly bugs
which mean that people will keep on using 1.1.7 rather than upgrade. I
guess we won't really be sure, and if it's that bad there will just be a
TSVN 1.2.1 before Subversion 1.2.1.
