[TSVN] Help failed to launch.

In TortoiseSVN 1.2.0, Build 3551
in TortoiseSVN Settings, External Programs, Diff Viewer clicking on Help
results in message dialog box
TortoiseProc
"Failed to launch help."

and it's ironic, the button says "OK" when of course it's not OK that
help was not available, so maybe "Close" might be more appropriate.
That last bits just a bit "tongue-in-cheek" but one sees that so often
it eventually becomes noticeable.
