Playing devil's advocate here slightly (and sitting on a repo with about
4GB of unmergable 3D CAD files in), you mustn't forget that locking is a
way of communicating with other users.

For example, a folder might have all the components of some kind of
sub-assembly in, and you might not want anyone to change anything on that s-a
while you're working on it.

I don't know that it's a good argument for implementing the feature, but we
mustn't always see SVN as for software developers working on mergable text
files, particularly when it comes to locking features.
