Well, it's not inconsistent for the CL client. But for all others, yes
it is. That's why I opened that issue ;)

Can you add a comment to the issue please? Just mention that even
experienced users like you run into this problem and mess up the tree
structure.
Maybe that will raise the priority of that issue with the Subversion
devs a little bit...
