As you might notice: one of the menu's is for unversioned folders, the
other for versioned ones (in your example). --> One's for the parent
folder, one is for the selected folder.
That's Windows/Explorer requesting the context menu for both entries
(without TSVN knowing which is which, so we can't just refuse to show
the context menu for one of the entries).
