[TSVN] Two TSVN menus in explorer file menu

Hi folks,

I have a feeling this may have come up before, but can't remember.

In explorer set the right pane to show a normal folder that contains an
SVN working copy folder. Select the WC in the right pane and open
explorer's file menu.

There are 2 SVN menus, one shows 'Checkout' and the other shows
'Update', 'Commit' etc.

This may be a Windows problem related to the fact that you can click on
a blank area in the right pane, but it looks odd when there is actually
a WC folder selected.
