That's what svn:externals is for, isn't it?

For me, and many others they're not meaningless. See your own FAQ about
this:

And since this is a *F*AQ, that means that many people asked for exactly
that.

Only if you count the backup space of all repos together. But:
- there are several smaller files to backup instead of one big (dump) file
- some OS/Filesystems have problems with big files
- you can easily store the several dumps in several places/backup tapes,
you don't habe to buy an even bigger tape because the ones you have have
limited capacity

Sure it is. But we have some valid reasons why we think so.
