Yes.

It's set to 1 and the checkbox "Don't fetch status for context menu" is
active.

I'm trying right clicking my working copy folder only.

I set HKCU\Software\TortoiseSVN\ExternalCache to 0, killed TSVNCache.exe and
disabled Icon overlays for every drive type.

If the "Don't fetch status for context menu" is working on your PC, maybe I
should try a fresh Windows installation?
