I have just added a bit to the HowTo section of the manual which uses
this, along with your 2 suggestions from a couple of days ago.

If you have checked out some code which is used by several projects and
you modify it, you might want the safety net of not having changes to
the common code committed unless you specifically ask for it. Your
changes might upset one of the other projects using it (this is a flaw
with VSS's project sharing).

It's not strong argument, and I have put svn:externals as the first and
preferred method.
