[TSVN] Many missing commands from menu.

Hi

Right click in a WC in Explorer view and now can only see
CheckOut.
SVN RepoBrowser
SVN Export
SVN Create Repository Here
SVN Import
  TortoiseSVN

This applies if I have navigated into the WC structure and clicked on
the whitespace.
It's now necessary to back out of the folder and click on the folder to
see the Commit, Revert etc.

Is this an intended change?
It's been like that for me since updating to 3388 and now 3404.
