The nightly build includes SubWCRev.exe anyway as part of the
installation. Install the nightly and you will have it in the {Program
files}\TortoiseSVN\bin folder.

Bad, bad. The download page should point to the 1.1.7 executable and
help file.

The dev version should not appear on the download page because it's
built against SVN 1.2 dev which hasn't been released yet. It could be
added as a separate .exe to the nightly site maybe.
