I agree with your conclusions. Don't move the site, you will just be
trading known problems for unknown problems. I regularly have run into
times when I cannot access SourceForge projects.

I also agree about adding a CMS. Seems like massive overkill for this
project.

It seems like if we could just get CollabNet to allow us to restrict
access to the Issue Tracker then we could do everything on tigris.org.
Performance of the site has been much better since the upgrade, and things
like search seem to work now too.
